Inter-VLAN Routing Using an External Router with VXLAN VTEPs
If VXLAN Routing In and Out of Tunnels (RIOT) is not enabled on a VTEP, inter-VLAN routing for VLANs mapped to VNIs is provided by a separate router. The VTEP performs Layer 2 bridging and VXLAN encapsulation; the external router handles Layer 3 forwarding.
Inter-VLAN Routing Using an External Router with VXLAN VTEPs

| 1. Unicast packet to H3 is sent to R11 (default gateway for H1) | 3. R11 sends the packet to VTEP-1 in He's VLAN | 5. VTEP-2 decapulates the packet and forwards to H3 |
| 2. R11 performs inter-VLAN routing | 4. VTEP-1 encapsulates the packet in VXLAN and sends it to VTEP-2 |
The graphic illustrates the sequence of operations for inter-VLAN routing using an external router when VXLAN RIOT is not enabled on the VTEPs.
